Market Snapshot: Stock Market Bounces Around As Investors Weigh State Of U.S-China Trade Talks

U.S. stocks on Tuesday swung from positive to negative territory as Wall Street weighed U.S-China trade developments, with a Dec. 15 deadline for additional tariffs on Chinese goods looming.

Investors also were digesting news of a revised North American free trade pact and awaiting insights from a Federal Reserve policy meeting that got under way at 10 a.m. Eastern Time.

How are major benchmarks performing?

The Dow Jones Industrial Average DJIA, +0.01% added 8 points, or about than 0.1% at 27,917, while the S&P 500 index SPX, -0.02% fell less than a point at 3,136, while the Nasdaq Composite Index COMP, +0.06% picked up 5 points, or 0.1%, at 8,626.

On Monday, the Dow retreated 105.46 points, or 0.4%, at 27,909.60, while the S&P 500 index lost 9.95 points, or 0.3%, at 3,135.96 and the Nasdaq Composite Index shed 34.70 points, or 0.4%, at 8,621.83.

All three benchmarks on Monday snapped a three-day win streak.

What’s driving the market?

Investors have been reconciling conflicting signals on Tuesday about the status of trade negotiations between Washington and Beijing.

Acting White House chief of staff Mick Mulvaney told attendees at The Wall Street Journal’s CEO Council summit in Washington on Tuesday that additional tariffs of 15% on consumer goods from China are “still on the table” and could set in on Dec. 15, even as progress toward an interim accord is being made.

But before the start of trade, The Wall Street Journal reported that U.S. and Chinese trade negotiators are “laying the groundwork for a delay” of the new tariffs. President Donald Trump’s economic adviser Larry Kudlow also said the Dec. 15 tariffs are “still on the table.

“A delay was in the offing this morning. Now maybe it’s not,” said Jamie Cox, managing partner for Harris Financial Group, in an interview with MarketWatch. “I think it’s part and parcel of how these negotiations are done,” he said. “But I highly doubt they will implement the Dec. 15 tariffs now that we are in the middle of impeachment.”

Global stocks were lower following a separate report that indicated U.S. lawmakers are working on a new bill that would bar the use of federal funds to buy Chinese buses and railcars, a move likely to complicate efforts for a partial trade U.S.-China deal.

Sources close to the talks told the South China Morning Post that “it is growing increasingly unlikely that a US-China trade deal will be completed this week,” though the same officials also said they expected a delay of the Dec. 15 tariffs to give the world’s two-largest trading partners more time to work out a deal.

Speaker of the House Nancy Pelosi on Tuesday morning also announced a deal with the White House on a revised U.S.-Mexio-Canada trade accord (USMCA), meant to replace the North American Free Trade Agreement, or Nafta. The deal includes stronger labor enforcement rules and environmental protections than the pact the Trump administration negotiated with Canada and Mexico last year.

Others were looking forward to the news cycle no longer being dominated by the latest blows on trade.

“It’s not helpful when investors see the word ‘tariffs’ or ‘recession’ constantly in headlines,” Crista Huff, Chief Analyst at Cabot Undervalued Stocks Advisor, told MarketWatch.

“I’m not afraid of tariffs and it’s not hard for me to find good stocks to invest in. If a company has such a fragile balance sheet that a couple of tariffs would do them in — it’s not a company I’d invest in anyway.”

The Fed started its two-day policy meeting where it is expected to hold steady on benchmark interest rates following a stellar November jobs report, but investors will be eager to glean details on the outlook for monetary policy. The WSJ reported that Fed Chairman Jerome Powell’s main assignment will be to forge consensus toward a “broader revamp of the Fed’s rate-setting strategy” as he encourages the central bank to let inflation run above its annual 2% target.

“The question will be how dovish is the ‘hold’ that the Fed will deliver tomorrow,” Jim McDonald, chief investment strategist at Northern Trust told MarketWatch. “That’s really the only area of potential surprise.”

On the U.S. economic data front, a report on small-business owners’ confidence in the U.S. economy rose in November, its largest month-over-month gain since May 2018, as owners continued to invest, hire and increase wages, according to the National Federation of Independent Business.

A final estimate of productivity and labor costs in the third quarter also showed productivity falling 0.2% versus the initial estimate of a 0.3% decline. Economists polled by MarketWatch expected the number to be revised to a 0.1% contraction. Unit-labor costs, meanwhile, rose 2.5% in the quarter, more slowly than the initial 3.6% estimate and lower than the 3.0% growth expected by economists.

Which stocks are in focus?

Shares of Netflix Inc. NFLX, -2.75%  fell 2.5% Tuesday, after Needham analyst Laura Martin downgraded the stock to underperform from hold, as she predicted the online streaming service will lose 4 million subscribers next year amid tough competition from rivals.

NortonLifeLock Inc. NLOK, +3.33%  has attracted interest in a possible buyout from several suitors, including rival McAfee LLC, according to a Monday-evening WSJ report. Shares rose 3.3%.

Stitch Fix Inc.’s SFIX, +6.08% stock rallied 5.4% after the online personal-styling service reported first-quarter results that exceeded analysts’ estimates.

AutoZone Inc. shares AZO, +7.02% rose 6.9% Tuesday, after the car parts retailer beat estimates for its fiscal first quarter.

Designer Brands Inc. DBI, -17.74% stock tumbled 17.6% after the accessories retailer reported third-quarter profit that missed expectations and cut its guidance.

Chewy Inc. CHWY, +6.24%  shares rose 5.6% after the online pet supply retailer late-Monday posted better-than-expected results for the quarter.

Peloton Interactive Inc. PTON, -6.57%  shares fell 2.3% after short seller Citron Research penned a negative report on the maker of exercise equipment.

How are other markets faring?

The yield on the 10-year U.S. Treasury note TMUBMUSD10Y, +1.09% rose 1.2 basis points to 1.841% Tuesday amid trade developments.

West Texas Intermediate crude for January delivery CLF22, +1.20% on the New York Mercantile Exchange rose 30 cents, or 0.5%, to $58.97 a barrel, as trade optimism waxed.

February gold  GCG20, +0.33%  on Comex added $4.30, or 0.3%, to reach $1,469.10, after lackluster trade on Monday, where the metal finished little changed.

The U.S. dollar, as measured by the ICE U.S. Dollar Index DXY, -0.24%, declined 0.1% at 97.50 against a basket of a half-dozen currency peers.

In Europe, the Stoxx 600 Europe index SXXP, -0.26% closed 0.3% lower at 405.34.

In Asia overnight Friday, the Hang Seng HSI, -0.22%  closed off 0.2%, the China CSI 300 000300, +0.13%  inched up 0.1%, while the Shanghai Composite Index SHCOMP, +0.10% gained about 0.1%, following a similar gain on Monday. Japan’s Nikkei 225 NIK, -0.09%  retreated 0.1%.
